Charalambos Tsiliotis

He studied at the Law School of the National and Kapodistrian University of Athens in the period 1984-1989.
He has completed postgraduate studies at the Law School of the Ruprecht-Karls-Universität, Heidelberg in Germany, where he obtained a Master's degree in 1991 and was awarded as Doctor of Laws of the same University in 1998 with the subject "The constitutional protection of the freedom of competition and its effect in the Private Law relations".
He was a fellow of the Friedriech Naumann Foundation. He has been an academic visitor at the Law Schools of the University of Hamburg and the Free University of Berlin, the Max-Planck Institutes of Heidelberg and Hamburg and the Wolfson College of the University of Cambridge.
His Career:
• He has been a Lawyer since 1990 with a continuous and active presence until today in judicial practice in all three jurisdictions of the courts (civil, criminal and administrative) having defended cases before all three Supreme Courts of the country.
• He deals in particular with Constitutional and Administrative Law cases (annulment disputes in the Supreme Court and the Administrative Court of Appeal, other administrative disputes, e.g. lawsuits against the State and other public unities, disputes in social insurance law, annulment of administrative fines and other administrative sanctions etc), with complains before the European Court of Human Rights in Strasbourg, with Family Law and Law of the Protection of the Personality cases and Criminal Law cases (mainly economic crimes).
• He is a salaried Lawyer of e-EFKA and a regular external partner of the Fund of Engineers and Public Works Contractors, mainly taking on cases at the Supreme Court and the Council of State.
He has been:
• Special advisor to the General Secretariat of the Government in the period 2004-2009 with special involvement in the Central Legislative Committee.
• Substitute member of the Competition Committee in the period 2008-2009.
• Advisor to the Deputy Minister of Labor and Social Insurance in the period August 2014-January 2015.
• Alternate Member of the Personal Data Protection Authority, where he participated in the work of the Plenary and the Department and remained until March 2018.
• From November 2016 to March 2018 he was a member of the National Human Rights Committee.
• In November 2021, following the proposal of the Deputy Minister of Culture and Sports, he was chosen by the Institutions and Transparency Committee of the Hellenic Parliament as Alternate Vice-President of the Professional Sports Committee, a position he holds until today.
• In September 2023, he was chosen by the Conference of Speakers of the Parliament as an alternate member of the Authority for Ensuring the Privacy of Communications.
• In April 2010 he was unanimously elected Assistant Professor at the Department of Political Science and International Relations of the University of Peloponnese and since October of the same year he has been teaching Constitutional Law, Public International Law and European Union Law.
• In July 2021, he was unanimously elected to the position of Associate Professor in Constitutional and European Constitutional Law at the Department of Political Science and International Relations of the University of Peloponnese.
• From March 2023 he teaches Constitutional Law in the Master's Program of the European University of Cyprus.
• He has taught Constitutional Law (Fundamental Rights) at Panteion University and Public Law in a postgraduate program at TEI Piraeus.
• He has made countless scientific presentations at conferences in Greece and abroad, in Greek, English and German. In addition to his doctoral thesis, he has a second monograph in German and over 150 publications in Greece and abroad in Greek, English and German
• He recently authored and published a monography on "The withdrawal of the United Kingdom from the European Union (Brexit) in the light of EU and British Constitutional Law", P. N. Sakkoulas Publications, Athens-Thessaloniki 2020.
• He is Director and Chairman of the Board of Directors of the Institute of Transparency and Fundamental Rights of the European Public Law Organization, Vice-Chairman of the Board of Directors of the Union of European Studies Scientists and a member of the Union of Greek Public lawyers, the Union of European Public lawyers, the Union of Greek Constitutionalists, the Tax Law Society and of Fiscal Studies, the Association of Comparative Public Law, the Society of Administrative Studies and the Association of Greek Civil Procedure Lawyers.
• He is a member of the Scientific and Editorial Committees of the scientific journals Administrative Law Journal, Administrative Law Theory and Practice of Administrative Law, European Law and Human Rights.
• He speaks English, German and French as foreign languages
